Maybe not all cops out there are but there are many who are and train hard, usually it depends heavily on the size and quality of the department, as for members of the tactical units they actually do train constantly, my brother who is ERT for example works out pretty much every day and then does several hours tactical training on top of working, and his whole unit is the same

that can be the case yea, it also depends on the body type, lots of Cops and special ops units do crossfit like workouts which build both muscle and stamina, but either way, this is a fictional setting anyways
