Finally the Rock has come ba- uh, I mean, finally I get time to sit down and actually work on something for my little project. :v
I'd been kicking around the specifics of this one for a while, since I like the concept and think it can be interesting, but know that it has to be done in a way that both makes sense and doesn't come across as being twink-tarded. Hopefully this idea draft and the fact that Deltas will only make up about 3% of the world population will help with that.
If nothing else, drawing the little Pokepeds was a lot of fun. :3

Couple of questions:
1) How does general breeding compatibility work in this setting? Is it PCA-esque, with the egg groups and very limited fertility outside of them, or is it a free-for-all?
2) Is there any particular reason children tend to inherit their father's species and not their mother's? I've usually seen it the other way around in settings that discriminate child species based on parent sex.
I know these are obnoxious questions, but I'm legitimately curious. (Yes, I have a Delta idea running on this setting's physics.)

1. I'm trying to avoid any game mechanics that would be needlessly restrictive, since since they're not meant to be a focal point of a character's existence and breeding/heritage is really not that important in the grand scheme of things. So the only restrictions would probably be of the physical and social/cultural kind, though the latter is less common than the former.
2. Not really. It's more for the sake of simplicity than anything, there's nothing stopping a non-Delta from inheriting their mother's species instead. As far as Deltas go however, it's always the father's species with the mother's primary type/abilities. The reason for it happening that way is of course not understood at all, but it always ends up in that combination.
And hey, no harm in asking. It's good to know someone other than me is interested after all. :3

Interesting. And my mind is fighting with this as well.
Sure, it would be cool to have a fire typed cubone or ice typed Meleon. And it could make for some interesting character buildups, and we havent been sticking to game rules entirely (okay some more, some less. A Rapidash with seviper teeth instead of a horn or a Staraptor who has the balloon like qualities of a Wiggypuff for example.) when creating chars. And I don't like sticking to game rules too much myself.
On the other hand, this concept just wouldn't make much sense in many cases though. FIre type Froslass? Water type slugma? Psychic type Muk? What about the attacks, would these change too? Wouldn't make sense having an ice typed "firetype" spew a flamethrower attack, so people would need to make up movelists in some cases. Plus, whie you say only 3% have this trait, I can see people popping up Delta's left and right already.
But still, interesting concept, I will keep that in mind, maybe incorporate that into one of my chars (daughter of my CHarizard and MArowak chars, would be a fire typed Cubone then.)

Basically, a Delta has their mother's moveset. In the example, that Pichu would have access to Glaceon's moveset.
And even though there's the possibility of a Delta whose species and type conflict, there are already 5th Gen Pokemon that have conflicting dual-types, and some Grass and Water Types can learn Fire moves and vice-versa. The main idea is that since the setting isn't centered around competitive fighting like the PCA, Deltas don't necessarily have any sort of advantage nor are they automatically better than everyone. They're more like wild cards that could make a situation more unpredictable, either for good or bad.
And yeah, a lot of them do tend to sign up with the Guild as a way of putting their skills to use without being considered the odd one out. Folks tend to look past things like that when you've just saved their lives, after all.
