What was shown in the last picture was Yokoka Kanan in his half-shifted form, halfway between him as a human and him in a full werewolf state. This is him in his full werewolf state. He doesn't enter this form that often (outside of a full moon when he is forced to take this form) because while he is stronger and faster than his half-shifted form like this, his mind gets foggier and he is more prone to acting on instinct, as well as more prone to falling into a berserker rage if in a stressful situation. You don't want to see him like that.
