A slight redesign of a character from 2022. I've been working towards getting a more coherent idea of Kadar lore and culture, so her initial name simply did not fit their Slavic-inspired language. Therefore I changed it to a similar yet more proper one along with tweaking the overall design to make it make sense.
Bozhdara is a member of Kadar people - a species of undead beings consisting of compressed necrotic matter, who were created by deity known as Mrtvokhran (Keeper of the Dead in Kadar language) for the purpose of fighting off the death emanations spilling out into the northern reaches of Eurasia, so that they don't ruin an already fragile and damaged ecosystem after the Dream Melt. Like all Kadar, Bozhdara experiences "hauntings" - intrusive memories from lives she never lived, belonging to deceased people. This gives her a certain level of insight into the experiences of mortals, making it easier for her to communicate with them, even though many are still suspicious, if not hostile, towards undead creatures like her. She also possesses a hole in her chest that connects to Mrtvokhran's underworld domain and to where she can siphon necrotic emanations or wayward souls who got lost or stuck on their path to a proper afterlife.
Like most members of her people, Bozhdara is a citizen of Izb Kadar - a rather horizontal assembly of cities, towns and communes inhabited mostly by the undead founders of that entity, along with humans and some other species. She is also a member of a religious organization known as Polydox Church of Boundless Life - a dominant religion in Izb Kadar, characterized by very loose doctrine and a tendency towards adopting deities and spirits of neighboring religious groups into local variations of its pantheon. The chief deity of that pagan faith, however, is Mrtvokhran - god of undeath, underworld, necromancy and generosity, patron and creator of the Kadar people.
Bozhdara's occupation is smertugavr - a death speaker, which is a psychically gifted and trained individual who works for the Church and travels within and beyond the borders of Izb Kadar, striving to make the lives of common people better, protect them from harm, guide and heal lost souls as well as gather knowledge and wisdom. Death speakers are skilled healers of mind and soul, but are also a terrifying adversary to face in combat, assaulting the minds of their foes with horrific maddening visions and inducing madness and excruciating agony.
Bozhdara is generally a composed and calm individual who likes to set herself a specific goal and focus on achieving it. She tries to help dead and living alike to the best of her ability, but often worries that her assistance might not be enough or that she might unintentionally harm the people she is trying to help or make them hate her and her people. She tries to see beauty in every soul, as her religion teaches, believing that life knows no boundaries and that even death is not a limit, but is very quick to condemn certain things she sees as offence against the people or life in general, such as subjugation and abuse, and often displays next to no empathy towards those she deems guilty of such offences.

Never seen that plague character before you brought them up, but I can see the resemblance. The crown is actually a reuse of an older headpiece idea from an abandoned project of mine which I haven't posted on this site
As for psykers, yeah, they kinda are a part of inspiration, but I was more so thinking about shadow priests from WoW. I even have an artwork of this character casting Shadow Word: Death
