I don't think that representative picture of character in not sexual/accent part way is fetish.
Otherwise, all pictures can be fetish just by each individual species

Having a big, round belly and sentient body parts. A giveaway is if art focuses on part of the body. Plus, tail and belly maws are fetishes I've seen before, and the description even links to a fetish/sex story, and they have art in their gallery of the belly mouth swallowing people whole. Like, that character was made to be its creator's fetishes.

You can say that about any character, even if it's simple red orange fox. Or just a nice human guy :D

I care only about picture itself, it's my job after all, what person do with it for personal use - is not my business.
I would say that design is on the edge of what I would accept to draw. But just by complexity of extra characters into one. The environment/pose/extra tails/accent doesn't look fetish to me here.
