An Action Commander sent by Damaras to eliminate the Gokaigers when they arrive on Sky Island. He possesses superhuman speed, which the Gokaigers counter by using the Turboranger Keys. Once enlarged along with three Sugormin units, Bowser fires his left claw to lock the wheel on Gokaioh's back, but the hold is broken when the Gokaigers use the Gaoranger Keys. Bowser and the Sugormin are destroyed by Gao Gokaioh.
