This is Calixte, a Visdomino or ruler of a port city. His primary task is to stamp out smuggling. However, he illicitly develops aphrodisiacs to then smuggle into outlawed countries. Using his position, he crushes or coerces his competition into becoming his pawns in order to expand his own illegal empire. His manipulative tactics and ruthless treatment of others earns him significant fear and respect, and some other characters (like Euphemie and Aurele) are trapped in the game he plays.
