Tomi serves a dual role as the league's referee and camera operator, zipping around the ring to get perfect angles for all the action and suffering she could ever want to see. However, she is definitely more dedicated to working the camera than working the ring, and will just let blatant cheating or overly long holds/beatings take place as long as they look good on the screen. It's the audience's satisfaction that pays the bills, after all, not the safety of the talent. Besides, Pokemon Centers exist.
Rumor has it that if she has to step in to end a fight, she has the strength to put down whoever tries to stop her with zero effort. Nobody has tested this yet.
