This was based on episode 1020 of the One Piece anime, where Charlotte Perospero using the powers of the Pero Pero fruit, creates a slime made of caramel, traps and forces Carrot and Wanda form Sulong to eat the gooey caramel. This scene is exclusive to the anime, it is not canonical to the manga. This scene could have been used for an inflation slime, since it would be more useful for Perospero in combat than simply covering them with candy, because even if they were able to free themselves from the candy, it would limit the speed of both Minks by having their bellies so full, both Carrot like Wanda, and best of all, he would have them down, because he can control the Slime from inside them.
