Taking into account what seems to be the basic art-style in this drawing, I'd say you did the water quite well.

That is to say, it looks like water in and of itself, while still matching the "toony" look of the otter working it.

I'd just call the water in this pic "functional" in that you recognize what it's supposed to be, but the water isn't drawn with anywhere near the same confidence and understanding that the character is, and that's what I want to improve upon.
