They overspent their budget on defense to the point of hyperinflation and all the soldiers got were a bunch of barely functioning rifles. The thing is that they closed off their economy and went fully autarkic amid the war. As the country couldn't produce oil and spare parts, its industries broke down at the worst time possible, making it a perfect example of the exceptional Visonian Competence™.

More like the USMC infantry. My M16 had a cracked RCO, most of the tritium lamps are broken, and some rifles were firing bursts when on Semi. The gravy goes to the contractors, not the little guys. Was amazing when I got a brand new IAR (based on the HK416). To top it off, I had to buy my own magazines days before deploying to Afghanistan because the armory didn't have enough to issue. Don't get me started on the Jam-o-matic M249 SAW.
Linseed oil and tallow would be fine for lubricating rifles and rust busting. We sometimes used fine sand to remove rust and built up carbon from machine guns in the grunts. ;) Taking enemy supplies is fair game as well. ;) Some daily elbow grease will get a rifle operating smooth.
