This is Rattle. He is Plush's younger brother, a simpleminded and hyperactive kitty obsessed with playtime. Though he is not outright malicious in nature, he doesn't know his own strength and tends to play rough. The mice who serve Rattle and Plush are often tasked to keep Rattle entertained, which often involves being chased around and covered in slobber if caught. If Plush is the princess of her castle, Rattle is the dragon, possessing much greater strength and speed than his sister but greatly lacking in the brains department. He is easily outwitted, which has allowed the mice to somewhat make his playtime more tolerable. Similar to Plush, taking care of Rattle also feels like taking care of a big baby, only more of a problem child that acts out because he doesn't know any better.
