I think the fallout tv series does not retcon New Vegas clearly there is an arrow to the nuke symbol on the chalk board and the "Fall of Shady Sands" references the sociopolitical collapse NCR was facing even in FNV series. They had to canonise at least one of the ending and we always know that the House always wins baby B))))))) He's a powerful hook and potential ally for McClear. Basing this due to the fact he has such a massive talking role in the negotiations.
