There is that interview with an art designer of the ME 3 team.
He gives a view of how Garrus developed since ME 1 and also describes Tali a bit :
difficult to make because fans have expectations and, how I understood, short hair !!!
But still : she is not revealed as squadmate yet ! Only to have "some capacity" in ME 3 (Mass Effect Wiki) !!!
