Oh my god its one OC after the other, this time it's another villain OC!

Meet Dr. Swaparoo, an eccentric firuko who has built two specific particle rayguns that are capable of Swapping not only two individual's powers, but ALSO their attributes! Don't get dizzy or confused if your powers get swapped with someone else's!

Pros:
-carries a vaguely disguised backpack, storaged with cables and energy suppliers for his two particle rayguns, as they run on a unique energy resource Dr. Swaparoo can only make.
-Once he's confirmed the targets in question, the rayguns afflict the victims in a particle trasnfiguration which is the results of their powers being both taken away, then swapped with another.
-Dr. Swaparoo can, quote-unquote; 'swap' powers with himself and another target, resulting in a temporary power boost, considering he does not have any powers to begin with.

Side Note: his rayguns can also swap different attributes between objects as well, like swapping the weight of a heavy boulder, with a lightweight helium filled balloon

Cons:
-The rayguns are unable to fully function if they are empty on fuel, and needs to be constantly monitored and recharged by Dr. Swaparoo at all times using linking cables from his backpack.
-If by chance the rayguns and/or his energy supply backpack are destroyed, he is unable to continue combat, as it would risk his well-being for an individual with no concrete strengths.
