Yeah, she can!
But it's more so the fact that she's been doing it for a good amount of years, she's able to move a lot better than the average character that's inflated from tons of practice and building up balloony muscle as well!
And from the same practice, she can speak normally as well when inflated and even store in whatever she's inflated with for however long she wants, compared to most cartoon characters with these things!
