I mean the whole way he got to convince Eagle-Eye was to lie exactly that. But not only Eagle-Eye saw it was Reacher (doubt there's many other giant german sheperds going around to claim it was someone else), which already would make him have to convince EE Reacher somehow went rogue and crazy, but he also babbled his real plan;
No way he will manage to get away with it, and even if he tries to kill EE or flee while his goons get him busy, very likely this will end with Finch looking like a swiss cheese with how many roles he'll get on his body

Bad move on Finch's part, but equally bad move on Eagle-eye's part. EE has got two armed goons directly behind him, and his weapon is pointed out at Reacher. He should have kept quiet and eliminated the goons without warning.
That said, I don't think EE will have much of a problem eliminating the goons, or Finch.
It'll just be slightly more annoying than if he'd done it on the quiet.
