I think the purpose is twofold: To show the cruelty of a dystopian atmosphere and to build character development, but also the inevitable reliance on others to survive. Perhaps there needs to be an emotional hook to express the vulnerabilities of extending trust, but also the willingness to risk trusting a stranger.
