These markings are tattoos (well, sort of, more like scarring) that glow through her fur. They're a conductor that circulates the magic/energy of her power. The caption is hinting on her instinct to summon that power, unafraid to use it if she must. When she keeps the powers dormant (most of the time, it's pretty hard to blend in and rouge your way through when you're shining like an RGB strip ) - only some, deeper scar tissue - is even visible through her fur (or lack there of)
