I'm working on a dragon in flight, I want the wings down because someone will be on his back and I want you to see them. I really need help with the muscles on this guy though and can't figure out the other wing placement.
Any critique or redlines will be helpful, I'd also love tips on the best way an anthro would be able to sit on his back, like a skeleton of the pose or something.
I need to move this up on the paper s his wings actually fit.
Looks like a re-draw. Please feel free to be harsh, this is a basic sketch that needs a lot of work.

Will scrap this when I get the help needed.

Okay, here goes. I think the neck needs to be quite a bit thicker. It probably wouldn't be able to support a head that size. Where the wings and arms meet would need to be much more muscular to be able to support not only one pair of arms but essentially two. Also I think the back leg might be bent the wrong direction, though I'm not sure what your intention with it was so I can't be sure. If you would like me to do a redline for you when I get home from work I would be happy to, though I'm by no means a master at drawing dragons. Hope that helps some!
When drawing something in motion, specially in flight, you want to think about how they move, and WHY they move.
When flying, whether bird or dragon , the creature needs to be streamlined to cut through the air more easily, ans thus they assume a streamlined poise. Right now, with the dragon's legs and tail hanging and his head up, there's much wind resistance going on.
Also, the foreleg is rather skinny, you might want to add some subtle muscle.
Anyways, Good luck! :0

Neck needs to be thicker to support head weight
Arm muscles need to be thickened up
Wings need to be much larger to carry that kind of creature in the air
Legs should probably be tucked up tighter against the body to reduce wind resistance
Same with the legs the tail should be straight out
General body shape fix
Thickened up the body a bit
