Rouge leads most of the time in this friendship
She's a bit older and (usually) more emotionally stable than Shadow, she knows his boundaries and gives him time to worry without immediately jumping in with attempts to help, like Tails does
Shadow, on the other hand, cares less obviously (until it comes to physical injuries ofc), but notices all the signs of attention and really values this relationship, tho he doesn't like to say it out loud
