Cahine and I talked through this point a few times in the past; we've concluded it wa better to leave it as a sort of "good samaritan" situation, where we don't define the person who saved her.
She lived in a apartament complex with very thin walls back then, and people probably heard the ruccus she was causing by herself in her own little hellhole and called the police for a wellness check or someone went and knocked on her door.
Either way, there was someone who saved her life by taking her to the hospital, bless Steel City's public health insurance policies.
She still carries the scars (and the inevitable breast reduction all the cutting caused) to remind her of that day, just like the scar and arm/eye malfunction the rope left before Mei saved her.
