This page has a lot of dialogue but this story is more about the personal side of life than fantastic action. I really do not know if this will end up in a fight scene or not at this point. I'm enjoying writing the dialogue but romance is not my specialty (if my wife's opinion is to be taken seriously) so make of it what you will.

Interesting bit of lore in that first panel (not sure if it was brought up in the mainline comic). While I can see powers providing an unfair advantage in something like sports, I find it interesting that it complicates getting a job in general, as I would think being supernaturally gifted towards a certain field would make you more desirable for it. However, it seems society (or at least the city) takes the concept of "equal opportunity employment" very seriously, which I find curious.
Great picture but I really want to talk about is this policy your world has on partial supers in ordinary work.
The lion seems to be saying if you have powers that give you any advantage over others at all, you're banned from that job for life.
I can agree with that in sports and competitions but if I were running a construction or security company I'd hire that Lion and Tiger with their enhanced strength no problem. And I'd think the government a fool for not letting me.
They do it because it's "unfair," because these semi-supers can do the job better then others. That's like saying the police are unfair to the deaf because they don't hire them as officers. To the deaf, hearing is a super power. And if hearing people were banned form joining the police, there would be no police.
And are we to believe this world's government wouldn't let these people serve in the army?
What if their powers are healing, are they banned from working as EMTs? No reasonable person would support that, even if it meant a non powered would have a fair shot at the job.
And why does the government need to watch so closely, does this infringe on their civil rights?
Please tell me the charity this is for is trying to change these policies.
Look at Avatar the Legend of Kora, Republic City was full of benders and non benders but, aside from some extremists, they managed without such policies.

The laws that currently exist in this world for superheroes are in their early stages and there is a lot wrong with them. This was inspired by a plot in the marvel comics for a while where all supers were required to give up their secret identities or suffer legal prosecution. many supers disagreed and this caused a civil war among many super groups.
The idea here is that laws were put out to have some kind of regulation on supers. These laws are not quite fair to many or equitable so it actually creates a lot of villains. many groups are on different sides of these laws. Currently, military is not allowed to use supers to keep them from trying to create supers ( but they are trying anyway). Yes, a lot of it does not make a lot of sense but this is common with very politicized bueracracy and common source of conflict in the comic
