Unless they would never be able to produce modern, high-tech weapons etc. and what if the bizarre effect also influenced the intelligence process of humans so that they are not so primitive, but at the same time can no longer develop or become futuristic etc.
Just thought, this idea is based on the Planet of the Apes series, the new one with Caesar and Noah etc.
