To be considered a miniature, horses can be no taller than 34" at the withers. 18 months is still relatively young, so he won't be done growing and filling out for another 2-3 years. I can still see the soft spots in his knees that indicate that his growth plates are far from closing up, which is very normal for an equine. :3
