Part of me thinks that Queen Bee is being lied to about the conditions of the kennels. But that's just me being an optimist and liking the character for her shown kindness.

I honestly think they just retconned a few things in the show.
But given what we know now, it's a lot of fun to explore the scenario with these characters.

Personal Headcannon time:

The kennel where Loona grew up was not in the Gluttony ring and was instead situated in the Pride Ring where Blitz lives. Technicaly it's illegal since it's outside of Bee's ring where all the Hellhounds tend to be born and raised. She knows of such places but can't get them shut down since she has no authority outside of her own ring. And so long as the corrupt and neglegent staff do just enough to show the pups are cared for there's no probable cause to get them shut down.


I also have a headcannon that all Hellhounds are actually massively fat due to calling the Gluttony Ring home, they just magically compress or hide in some way to appear more 'acceptable' in public. This has lead to all Hellhounds having a super powerful metabilisim that actually encourages them to be huge by the time they reach 'second purberty in their late teens early 20's.

Luna is actually on the cusp of this. But since she doesn't know hellhound society she's never bothered to try and build up any reserves of fat. Bee learns about this and is genuinely concerned, since without a reserve when Luna's next growth spurt hits and the reall full force of her hunger kicks in, she could starve to death in a matter of hours. So Bee has to convince her she needs to gain weight to avert that potential crisis.

On the plus side once Luna does start gaining a lot of her rage and anger evaporates. She's still snarky and rude, but the rage she used to have becomes more managable as the endless hunger she didn't understand is sated for the first time in her life.
