Ideally she can and sometimes does prevent road crunching when due to her mass/density manipulation.
But most times it’s unavoidable along with some destroyed buildings when fighting the Kaijus, kind of like damage is unavoidable when Godzilla fights the other monster or the Pacific Rim Mech fights that verse’s monsters. Cause she has to put her powers in full use to take the monsters down.
In this case it could be said something is causing her to rush in like that.
And with fixing the damages well I like to think of it like how there are people that repair/replace damages done by natural disasters(hurricanes, earthquakes, floods, tsunamis, and tornadoes).
And who’s to say she and the defense agency don’t assist them with rebuilding. With her size shifting and mass/density manipulating powers she could be the ideal safe rebuilder.
