This is probably about 3 feet in diameter, and no, it does not spin.

Hmm, have you ever tried spinning it. The one we're referencing doesn't spin on its own, but it will if you haul on it (design feature). Of course, the one we're referencing is also maybe 6 feet in diameter. I'll dig up photos.

Nope, in front all the sculptures in the garden is a sign posted that says not to touch them.
