“Hold it right there!”, shouted a blue-haired woman with a pair of handcuffs in hand.
The shouting caught the attention of the woman’s target: a woman with wild-looking pink hair who was flipping a gold coin up and down in her hand. Seeing the woman standing with handcuffs and a determined look on her face, the pink-haired woman did one last coin toss and caught the coin in her hand before pocketing it. As she did this, she turned to face the officer, a smirk appearing on her face.
“Officer Elsa Montoya,” said the pink-haired woman. “Come here to bother little ol’ me again, ey? Sheesh, between me and the cat girl, I’m startin’ to think you’ve got a thing for chicks with pink hair.”
The blue-haired woman, Elsa, refused to let her target’s taunts get to her, simply letting out a “Hmph!” with puffed-out cheeks.
“It seems you always find some new way to get your hands dirty, Kyung-Hwa,” Elsa said with a stern glare.
“Me? What’d I do?”, Kyung-Hwa asked rhetorically, throwing up her arms with a sense of faux innocence. “Can’t a girl take an afternoon stroll without getting hounded by a pig with a badge?”
“Don’t play dumb! You’ve still got a lot to answer for, like your little ‘antics’ in Roque Town.”
“Pssh. They started it!”, Kyung-Hwa said with an eye roll.
“Enough running your mouth! You caught me off-guard last time, but this time, I’ll put you away for good! You’re under arrest!”
Hearing this just made Kyung-Hwa give Elsa a blank stare for a minute… then burst into a fit of laughter.
“You put me away? Apparently, I knocked out a few brain cells the last time we fought!”, Kyung-Hwa howled. Then, with a bit of a sigh, she put both fists up at shoulder level, leading with her right while keeping her left fist tucked closer to her chest. Meanwhile, her left foot was kept on the ground, standing on the ball of her foot, whereas her right knee was raised in front of her, keeping her right foot dangling above the ground.
“But fine by me,” Kyung-Hwa said. “If you wanted another beatdown, all you had to do was ask!”
Elsa furrowed her brow and clenched her fist. She began to put the handcuffs onto the side of her belt for the time being.
“It’s always a fight with you,” Elsa grumbled. “Fine, then. In the name of the law, you’re--”
THWACK! Elsa couldn’t even finish her sentence before feeling Kyung-Hwa’s left foot smacking her right across the face. Letting out a grunt and a bit of saliva, the officer staggered off to the side, clutching her cheek right where the foot hit her. She then glared up at Kyung-Hwa, who was now standing on her right foot while her left knee was brought up to her chest. Kyung-Hwa was also leaning back a bit while her fists were still clenched, all while shooting Elsa a mocking smirk.
“Enough blabbity-blab,” Kyung-Hwa said. “Let’s get to the fun part!”
Gritting her teeth, Elsa clenched her fists and brought them up in a boxing stance, just in time to block another face-aimed kick from Kyung-Hwa’s left foot. Not letting up, Kyung-Hwa kept the pressure on by throwing another left-footed side-kick, this one aimed at the legs, which Elsa put her knee up to block. After the officer ducked under a spinning roundhouse with the right leg, Kyung-Hwa used her momentum for a spinning left elbow strike. Elsa was quick, however, and caught her elbow in her right hand.
BAM! BAM! Using both hands, Elsa grabbed Kyung-Hwa’s left arm and pulled her toward her before ramming her left knee into Kyung-Hwa’s stomach twice. As Kyung-Hwa grunted from the hits, Elsa quickly took advantage before Kyung could recover and threw her opponent over her shoulder and onto the ground. Her back hitting the concrete, Kyung-Hwa was largely undeterred, looking up to see Elsa attempting to bring her boot down onto her face. However, the officer was too slow.
KABOOM! The swift Kyung-Hwa quickly flipped back into the air and shot both of her feet out behind her, bringing both of her heels up to Elsa’s chin at the same time and sending her head jerking back. Before Elsa had time to recover, she was met with two punches from the right, then left fists of Kyung-Hwa, both aimed at the officer’s face. Kyung-Hwa then finished her combo by spinning once and then ramming her right foot right into the officer’s stomach, the force being strong enough to knock Elsa off her feet.
The officer stumbled on her feet, clutching her stomach and letting out a little cough as a small inkling of blood started to run from her nose. Looking up at her opponent, she saw Kyung-Hwa taking a casual stance, barely looking scratched from the fight.
“Hey, now,” Kyung-Hwa said with a teasing smirk and a shrug. “Don’t tell me you’re done already! I’m just getting started.”
Feeling a fire light inside of her, Elsa pushed off her right foot and charged right toward Kyung-Hwa, kicking up a small trail of dust behind her. Rearing her left arm back with a shout, Elsa let loose a punch aimed right at her opponent’s face. Kyung-Hwa, still smirking, simply put her hands up to redirect the punch, causing it to only hit the air right beside her.
BOOM! With a quick spin, Kyung-Hwa raised her left leg and let loose a vicious axe-kick right on the back of the officer’s head. Elsa could only let out a pained cry as she staggered forward, putting her left arm down in time to barely avoid having her face crash into the ground. Trying to catch her breath as fast as she could, Elsa forced herself onto her feet, mustering all of her willpower just to keep from falling over.
I’ve only got one more chance at this…, Elsa thought.
Kyung-Hwa stepped forward to strike again with another high-aimed left roundhouse kick, but Elsa dived forward out of the kick’s effective range. Using all of her body weight, she wrapped her arms around Kyung-Hwa and tried to bring her down with a tackle. Unfortunately for her, this wasn’t enough…
WHAM! All Elsa did was leave herself vulnerable for a brutal right knee to the gut, forcing her to let go and stagger backwards. Elsa was able to stop herself, looking up just in time to see Kyung-Hwa rushing toward her with a manic grin on her face. Elsa swept her right leg across the ground, hoping to trip her opponent. But this did her no favors – Kyung-Hwa simply leapt into the air and toward the officer, bringing her knees back.
CRACK! POW! Elsa had no time or ability to put up any kind of defense before Kyung-Hwa slammed her left foot right into her chest. As the officer let out one grunt of pain, she would then let out another, even sharper one as Kyung-Hwa spun around in the air, smacking her across the face with her right foot and making Elsa spit up a tiny drop of blood. As Kyung-Hwa did one more spin, Elsa barely opened her eyes in time to see the bottom of Kyung-Hwa’s left foot careening down toward her face, heel-first. As the heel of Kyung-Hwa’s foot slammed down onto her face in an axe kick, Elsa let out one more yell before she finally slammed onto the ground with a resounding thud. As the defeated officer lie face-down on the concrete, Kyung-Hwa stood triumphant, victoriously planting her foot on the cop’s head.
“Oh, I’m sorry,” Kyung-Hwa mockingly said. “Will that be added to my charges? Oh, and uh… Thanks for spotting me.”
As Kyung-Hwa took her foot off of Elsa’s head and went into a nearby ice cream shop, Elsa was confused by her opponent’s words. Then, she noticed that her left pocket felt a bit lighter…
That bitch stole my wallet…
Elsa only had a few minutes to ruminate on that before Kyung-Hwa emerged from the shop, holding a chocolate ice cream cone with a red cherry on top. Elsa tried to push herself back onto her feet, but with the beating she took, she couldn’t get herself all the way back up. Just as she was about to get into a planking position at least, she was forced back down as she suddenly felt Kyung-Hwa’s butt planting itself right onto her back.
“A good fight and some ice cream to boot,” Kyung-Hwa said, crossing her legs and smirking at the woman who had just become her new chair. “Perfect end to a perfect day~.”

I just didn't think about that. Two reasons I can think of?
1) She's the only one who could reasonably stand up to Kyung in a fight (won't go into too much detail, but simply put, swarming her doesn't really work so well)
2) It was really sudden, so she didn't really have time to do so
