This guy is a scammer, if you are going to commission this guy or bid his YCHs, be careful.
I commissioned this guy
Blaker couple years ago.
Everytime I sent a note to ask, he just said he had the wip ready but didn't see one or just left me on read.
Recently I couldn't wait for this so I have now choice but to leave a shout on his page.
and I finally got the reply
TL;DR
My files lost so I just pretend nothing happened.

That's the so-called wip I got 3 months ago.
Until now still no more progress, no reply, and keeping leave me on read.
I tried to leave another shout on FA but I found I was blocked.
In the meantime he still posts new pieces so I don't konw what's going on there.
I met so many great artists here, but I don't know how to deal with this awkward situation.
Can someone contact him? Or tell me how to do, thank you.

I would HIGHLY recommend https://artistsbeware.info/ Posting a beware here and possibly depending on how you paid since they have blocked you here, maybe try contacting them through another method, email or another social media and possibly filing a chargeback.
It's sad, but it's not your fault that he cannot repay you. As an Artist, when you take commissions and take a clients money you have obligations to complete the service and artwork within a reasonable amount of time or issue a refund. It is not on the commissioner/client to wait on the Artist to get their ducks in a row. Two years is MORE than enough time to either complete the artwork or get you a refund. The lack of communication and the blocking is unacceptable. I hope this gets resolved.
