While it would be funny if they cloned the same two rats over and over again, it's more likely they were placed here to reduce the amount of exposure people had to Rose. Which given how many people she beat up might be spitting in the wind, but someone would think of it.
Or, you know, it's because this is a comic and Rose is becoming self aware of that fact.

...also, along the lines of "because this is a comic": rule of funny ;) Having the same two guards pop up constantly gets amusing (think the two British soldiers in the Pirates of the Caribbean films) and gives the opportunity to develop side characters (no matter how minor their parts) rather than Star Trek's weekly Red Shirt #53 ;)
