It's a QR block. It's like some kind of clever visual binary. A lot of smart phones can read it.

From the built in camera. Most if not all smartphones have one.

You need to have a app that reads it for you. I use "Qrafter" on my iPhone.

It's pretty simple actually. Those 3 blocks are positioning points, and so are the other odd blocks throughout. Between the the three blocks are lines of on/off timing reference. Once you have those for reference the rest is just a matrix in visual binary, a block is either black or white. Then you run that matrix through a decoder program and it becomes whatever was stored in it, so a link or words or a bit of data.
