For looser clothes like t-shirts, he can usually manage to dress himself. Same for underwear or simple pairs of pants, though he'd need to use a dressing hook to reach down there and pull up the waistband/pull the zipper/button the button.
For something more tight fitting like this turtleneck, or more complex like a button-up or dress, he'd need assistance. He lives with his sister for the time being, so she helps dress him when he needs it (or if he just wants/needs to be dressed quickly.)
