The chief of police is an odd duck! Instead of being in the city, he prefers to leave it to his lieutenants and captains while he plays sheriff in the northern parts of the island, protecting smaller towns from bandits and thieves. He cares deeply for the city and will return in times of crisis, but the island's relatively peaceful nature means he gets to wander as much as he wants.
