I hope the last panel is not confusing and that it is Aqua and Scorpio bickering back and forth. I thought the different color outlines of the word balloons would make it work. Let me know if you have a better idea. I really enjoyed writing their back and forth as Aqua is professional and wise while Scorpio is sarcastic and impusive.

I just feel it might be a bit too subtle. When the characters are not in panel, you need a quick identifier to tie text to a person. The border is a good start but I didn't notice it at first, myself - I had to puzzle out who would have said what. A lightly character-colored background in each circle would have made it a lot easier to identify who was talking, and people similar to myself who missed the border colors the first time would have more investment in the story when they don't have to spend any time to solve a riddle of who's saying what.
Just something to experiment with next time, maybe.
