This reminds me of the "Azorious Senate" from the original Ravnica expansion for magic the gathering.
The original Ravnica release was based around multicolour cards. There were 10 guilds of Ravnica. Each was a different combination of colours.
The Azorious senate was the blue/white guild. Canonically it was the official government of Ravnica. It's counter spells were flavored as using bureaucracy to shut down the opponent.
