Nope, he's made of gelatine. He just has skin that's exactly like the stuff you find at the bottom of cheap...gelatine. XD
S'why most of the time he's prey.

Haha, yup...but no he can't digest anything. He can only add more jelly. 'Course, with everybody eating him all the time, he never really gets big...kinda like the "secret" Jelly World game on Neopets, Jelly Blobs of Doom.
