If you at any point thought Oda would be capable of running things alone at I.R.I.S. I am so sorry, but also thrilled to introduce you to Tsuki! The Head Secretary Admin at I.R.I.S. and by all means the single reason why paperwork gets finished properly. She may have the most resting bitch of a bitch face there is, but don't let her perma-frown fool you, she's nice, although hard to read unless you've known her for a while.

If you want an immediate picture in your head, imagine the slug lady from Monsters inc crossed with Isabelle from Animal Crossing and... Jotaro Kujo for good measure, why not.

She has previously starred as ONE of the Godzilla actors in the self-titled series, but has since lost the job as they started to pay actual macros to act in them. (This was ironically enough I.R.I.S.'s doing).
Design-wise she's a mix of the Heisei, Millenium and Monsterverse designs. But for the sake of in-universe explanations, she is a kobold who has gone through a dragon transformation. She refuses to tell you what she hoarded though.
