This is one of many human forms that Nightrazor has taken over the years with this form being called serena. In one of the anime version of transformers, supergod masterforce, the cybertronians had capability of shrinking themselves down and taking on a human disguise. Also while in human form they can have their robot form while having human head kind of giving them a ronin warriors style vibe.
