Back when I played UT2k4, I wrote a mutator to achieve this effect. It just constantly resets the gib-cleanup counters, so the piles of guts and corpses never get collected. Aside from making the level into a slaughterhouse, it also makes it very easy to spot where the kill-zones are set up.
