Here's the fanfic to where Bandit Heeler was trying to get rid of his newspaper junk straight to the dump since he didn't want them, however when Bluey and Bingo found them when their father was getting the other box full of newspaper junk he didn't want, they decided to take it to their room as they wanted to make them into clothes for a fashion show that they've wanted to do. But when Bandit returned with another box of newspaper junk, he discovered that the first one was somehow missing there, so he went looking for them until he heard the girls using them as clothes that they made themselves for their fashion show.
