This isn't me picking an argument, I'm genuinely curious as...
Eyes are a different colour & shape
Zylphia has hair, Rouge doesn't
Rouge doesn't wear jewellery (Always found that trait odd given how obsessed she is with jewels)
Wing design is very different
Muzzle shape is different
The only similarity I see is the colouration around her face.
