Well up to this point, Chelsea has pretty much been Peter's main enemy in the comic. She could also just be using this as another way to mess with his life by sabotaging his chances with Whitney.
I'll leave that up to speculation at this point, hehe. If you do get a chance to read through the archives, you'll see how messed up Chelsea has been so far.

My speculation:
1) Chelsea picked out what she knows Whitney will disdain the most, and thus has tricked the love-struck Peter into procuring said disdained item. When Peter presents the present, she will reject it and will hate him for all eternity...
2) Chelsea picked out what she THINKS Whitney will disdain the most, but when Peter presents the present, Whitney will thank him from the bottom of her heart and then give him a great big kiss.
3) Chelsea picked out what she knows Whitney will disdain the most, but at the last second either Seth or Persephone will switch out the present for one that Whitney will love, and she will then give Peter a great big kiss.
