It always ticks me off when games let you go places then tell you to come back later. Pokemon has been doing this since Red/Blue, when Giovanni's gym is closed at the beginning of the game. It doesn't add any drama, it just pisses you off.
Though, I suppose Pokemon Emerald was SOMEWHAT more story-diven, as much as Pokemon CAN be, to build up the fact that your own Father is a gym leader and eventually you will have to face him. While its unbelievably stupid to think you can beat the man that puts food on your family's table on day ONE, its kind of a funny spit in the eye, storywise, that he turns you away.
