They did not bomb Croatia in 1995, and Yugoslavia fell apart in 1992, so I dunno what aggressions America committed against Yugoslavia in 1999, unless you mean the bombing of serbia in that year, as they were actively invading and trying to "ethnically cleanse" Kosovo. Which I wouldn't count as a aggression from America at that point, considering what Serbia was doing.
