I just finished reading. I think I have read this before though some things were changed.

First, the file is not available for people to just read on FA without downloading it. Some people won't download a file and will just skip it. Also, some don't have word. I had to convert it to a google drive docs file to read it. best to find a way to convert it so people can read it here without downloading anything.

There are a LOT of characters and I can already imagine drawing them for fun. For some reason I really like the idea of Spydra as a goat with spider powers is just so random. I think you wrote the story for my characters really well and my corrections would be so minor as to not be worth it such as Scorpio is a mouse and not a rat and Taurus does not really have a continuing crush on Pisces anymore. It was passing attraction as Pisces is a good-looking guy.

I think you are juggling the many characters and the story parts well and I feel you are writing them accurately to what I have set up. As far as the plot, the only thing I'm having trouble with is why the low-tier villains in the body bags were killed? Were they part of the plan and the entire bus kidnapping was a set up and then they were silenced to keep them quiet? Not sure about that as killing is still seen as a big red flag by most people concerning supers and they are desperately trying to cultivate image. Seems very risky unless it was totally necessary. That's my only question and I'm very happy with what I've read.
