During the bid for rolling stock procurement by NSL, companies from Japan, France, Spain, and China submitted their designs. France offered the Alstom AGV, Spain presented the Talgo 350, Japan proposed the N700 I-Bullet, and China submitted the CR400AF-G. The Chinese design was chosen because it was specifically tailored for operation in low temperatures and snowy winter conditions. And the manufacturer of the CR400AF already had a factory in Chicago, making it the more cost-effective option. Of course, France, Japan, and Spain raised complaints, accusing China of influencing NSL's decision through bribery. Whether bribery actually occurred is up to the viewer's interpretation.
Well, they do make them. Here in New Zealand, we bought a number of diesel locos from then and they never lived up to the hype, regardless of their legit power.
