Kind of makes me think of John Zorn.

Except instead of just random note-cards, each musician has been given a list of emotional responses, or musical styles, or concepts or such, and they just play these however they see fit whena certain type of weather forecast comes on.

Haha, this reminds me of what British TV does/used to do through the night and show pages from its information service (the Teletext one, look it up!) to similarly awesome smooth jazz and even some peppy lounge! Some of it's so great I had to hunt it down.
