I'm going to split from the crowd and say that she's concerned about how well they will be able to cope with being royalty, once they're officially married. Her words were preceded by them losing their money and Zephira gazing thoughtfully at the jewel Shen had bought for her.
She may be concerned that Shen will find life as a royal consoprt highly restrictive, and that she's been enjoying their incognito trip so much, that she's considering abdicating in favor of living as a commoner.
I'll further speculate that the ibex is the true king, supplanted by Zephira due to the prophecy, which explains why he's so testy about her carefree demeanor and lack of regal propriety.
