Here's what I use for rough sketching.
Three mechanical pencils for different purposes, blue for simple lines, HB for finished lines and red for text.
Refillable eraser.
Ruler for panel lines. I otherwise draw free hand for the most part.
As for paper, I now use 120g sheets from 1Conzept. They're cheap and you get good quality paper for said price. And best of all, it got a Giraffe on the front!
